President Dwight D. Eisenhower’s 1953 Executive Order 10219 mandated the preservation of air, rail, motor and maritime military resources in peacetime to ensure military capacity at wartime. In 1987, President Ronald Reagan mandated the Department of Defense’s (DoD) use of commercial air carriers to provide airlift capability and capacity.

Today the DoD has a commercial (US) partner for every modality (Air, Sea, Road and Rail) in its inventory except for Air-to-Air Refueling (AAR) at a time when its demand couldn’t be more critical.  ART2 is ready to meet the nations call as a full-service commercial partner technically capable of supporting DoD, Joint military, NATO and civil AAR demands not traditionally met by Air Force tankers.

Private Air Refueling Need

The Air Forces April 2021 report to congressional defense committee acknowledged that as many as 30,000 hours of aerial refueling missions are not being supported annually.  Given the current demands placed on the Air Force’s aerial refueling fleet, as well as the readiness rates associated with those aircraft, the committee believes the options to complement the Air Force’s current and planned organic aerial refueling fleet should be assessed. 

October 2010 National Defense Authorization Acts (NDAA) authorized the SecAF to enter into one or more multi-year contracts, beginning with FY11 for the purpose of conducting the pilot program utilizing commercial Fee-For-Service Air Refueling tanker aircraft for Air Force operations required by section 1081 of FY08 NDAA. Contract provisions included nearly $1 Billion and Seven years of government-furnished insurances to complete said contract(s).

ART2 has spent nearly 15 years building an on-demand aerial delivery firm yielding 250 years of Air-to-Air Refueling (AAR), Air Operations, air freight and logistics expertise along with garnering 30,000 hours of operational AAR flight experience, knowledge, and know-how to bring revolutionary advancements to the global Aerial Refueling marketplace.

As an emergent “Blank Canvas” company, with no existing financial, legal, or labor limitations the time is now.  ART2 has built partnerships with nation’s largest Air Mobility and Aerial Refueling ecosystem – St. Louis, MO – Yielding the areas expertise to collectively frame reliable and repeatable AAR processes, with geospatial-based technologies to enhance the nation’s premier Aerial Refueling service providers ability to offer full-service scheduling, flight (fuel) planning, dispatch, and FAA-regulated flight following of AAR missions across domestic and international waters.  Delivering a commercial outlet technically capable of support public-private demands not traditionally met by Air Force tankers.  

Since the late 1980’s (IAW federal law) the DoD has sought an commercial outlet (Like UPS, FedEx, and American) in peacetime to preserve military capability for war.  Today, the global demand for a civil AAR outlet to meet public-private market is staggering.  Congress (Senate & House) Armed Services Committees, Service Secretaries, Combatant, and Service Commanders are concerned about the threat to national security, military training & readiness due to the lack training… the time is now!
